The US Defense Contract Audit Agency (www.dcaa.mil) is responsible to ensure that contracts that fall within its jurisdiction are properly accounted for.
At one time this only referred to huge defense projects for the US Department of Defense (DOD) The auditing standards that the DCAA created have now been adopted for some projects by a number of
US-based agencies including Homeland Security, the Department of Energy (DOE) the Department of Transport (DOT) and others.
These standards can also be imposed on sub-contractors to those who must comply with DCAA standards even when those sub-contractors are outside of the US.

The DCAA does not endorse specific software or make recommendations on any particular software vendor. They do, however, lay out some very strict rules on what type of system meets their audit criteria.
